Definition of Public Code is incorrect.

We define ‘public code’ as open source software developed by public organizations, together with the policy and guidance needed for reuse.

Public code is not always and not necessarily developed by public organizations. It may be developed by software service providers under a government contract, for example.

Suggest changing the definition to We define ‘public code’ as open source software developed or sourced by public organizations, together with the policy and guidance needed for reuse.
