Add strategic council to website

We now have a strategic council. However, this is not mentioned on our website.

My sense is that we could add this to /who we are/, with a picture and short bio for each member.

Alternatively, /who we are/could be kept strictly for staff, and this could fit somewhere with /members (see #106) and/or the general assembly.
