IPLD Docs Site update 2021Q2
This work has been going on with Stewards (@warpfork) for a month+ now (see https://github.com/ipld/ipld/issues/96 ). The main purpose of this PR is to give visibility of the work.
@warpfork : feel free to modify/change at will. My goal was to get a pointer so it shows up on the project board.

Gonna be frank in the face of far too many issues of unclear importance: I do not care about these right now. I opened them for "tracking". I don't know if that was a good use of time and open issues. I do not actually care if this is tracked. I am not interested in pushing these around on a board.
These are nice to have, but it's been a while since a user actually tripped on them.
Some of them have been nice-to-have already for years.
I'm going to spring into action on those cleanups when it hurts. Not before. (Or when it seems interesting to me and I can't find anything better to do. Or when we can find someone else who can grind on this more effectively than on other things. Etc.) For me, today, the opportunity costs are high. There's other more interesting and useful things to do.
