certification-tool [Bug] Chip-tool fails to register with Avahi, reports "Incorrect State"

Describe the bug

On occasion, chip-tool will fail with "Incorrect State". This is especially prevalent on UI-Semi-Automated tests where both OTBR/TH and manual execution of chip-tool are occurring, such as TC-ACL-2.7
When failing, chip-tool will error out as follows:
