[Bug] Test Harness can't handle Spaces in WiFi SSID

Describe the bug

Test Harness drops the Quotation-Marks around the WiFi SSID, which leads to a failed Test, cause the chip-tool interprets the WiFi-SSID as multiple Arguments.

Steps to reproduce the behavior

create a project with a WiFi-SSID containing Spaces

Expected behavior

SSID should ALLWAYS be inserted within Quotation Marks, (same goes for password btw).
