[Bug] [Matter 1.4 SVE] [v2.11beta3.1+fall2024] [TC-IDM-10.4] The error message does not match PICS
Describe the bug
TSTAT.S.A001B and TSTAT.S.A001C is true in the PICS, BUT the test script can not found them in the PICS list.
