[Feature] Support Test Case-Specific Configurations

Feature description

Users are able to provide optional per-test case configurations in addition to the general project configurations. When the same parameter is specified in both the project and the test case configurations the later should override the former.

Use Cases

Test runs where different TCs require different parameters and values.
