[Bug] test case TC-OO-2.4. no close frame received or sent

Describe the bug

Running test TC-OO-2.3 and TC-OO-2.4 (Semi-automated) with On-Off Cluster Test Plan. When executing TC-OO-2.4 Step 1 Commission DUT to TH, It throw an exception Test Step Error: Error occurred during execution of test case TC-OO-2.4. no close frame received or sent

Steps to reproduce the behavior

1. Upload PICS file
2. Only Select Test case TC-OO-2.3 and TC-OO-2.4
3. Run TH

Expected behavior

TC-OO-2.4 test case will pass
