I understand the difference between those, but what is the use-case for having different properties for each of them?
While this is redundant with [`named-modes`](https://github.com/ircv3/ircv3-specifications/pull/484) I think it's worth adding this token because the token is a quick win, while the `named-modes` spec can be tough to implement.
This could rapidly cause messages to be too long for 512-bytes lines. Such a spec could/should make require that only the length of the fallback counts toward the 512-bytes limit....
