Allow triggering of `when:manual` CI jobs

Describe the feature or problem you'd like to solve I've got a workflow that requires a manual trigger prior to execution of a certain .gitlab-ci.yml function.

Propose a Solution Would like to add this function to glab ci view -> select job -> <enter> or add a trigger something like glab ci trigger

+1 I could really use this feature. This ends up being the only thing I need the browser for as "glab ci view" does not work in all of my shells.
