stream management for s2s connections

my server reboots daily, it starts back up in under 30 seconds, however other servers often do not reconnect maybe stream management may help here

prosody appears to have this experimentally, but does enable it by default

Something needs to be done, I end up disconnected a lot of times during the day from the OP server hosted MUCs. :(

Adding my support for this feature. My server also undergo regular reboots and sometimes have network blips, so it'd be awesome to account for these issues.

Afaik prosody doesn't do stream management for reboots, would be nice for all servers to have that too
