Add reasonable logging to Uplink

Is your feature request related to a problem? Please describe. @liiight recently encountered a problem caused by Uplink that could have been diagnosed quicker if the library had reasonable DEBUG logging, specifically concerning the @retry decorator.

Describe the solution you'd like We need to identify priorities for which classes/modules need logging.
