Vertex property should be set for last full update of a repository

Right now the issues and pull requests of every repository in net.wagstrom.research.github.projects are pulled every time the project is run. This should be configured to see if the repository has been pulled some time recently that it should be skipped for the time being. This would make it easier to recover from crashes deep in a mining process.
