Message menu icon and search

On the main menu add a menu item for messaging.

This messaging modal that opens must include select lists for agent type and agent id/name. Additionally there should be radio buttons on whether to read/write or search messages. These radio buttons should occur before the select lists as the select lists are optional in search mode.
