Description

Added four Julia projects, being "Creating software packages with Julia", "Deep learning with Julia: Train a Model using a Neural Network", "Your first web app with Julia and Genie.jl", "Machine learning: How to Build and Deploy a Trained AI Model as a Web Service". In Python, added a tutorial on how to make a Screensaver in a Matrix Style, and, added as a resource Full Stack Open, a finnish webpage that teaches React and web tech.

Motivation and Context

This adds another language to the repo, which is always good, considering education should be free for all.

How Has This Been Tested?

Every tutorial has been tested and shows that it leads to satisfactory results, making every tutorial a viable option for building the projects that they offer.
