Add Back To Top link in README.md

Description

This commit introduces a "Back to Top" link at the bottom of the README.md file to improve navigation within the document. Users can now easily return to the top of the page by clicking on the provided link.

Motivation and Context

The lack of a feature in the README of the repository motivated me to add for the future reference.

How Has This Been Tested?

By clicking the "Back to top" text, the contents of the top of the README.md file are displayed.
