(Request) Add ability to specify new sample format and oversample settings

Feature set can now be enabled in a Nuand modified gr-osmosdr. Would it be possible to adopt over to Soapy?

Basically changing sample format to 8bit and setting the oversample is allowing me to achieve the result in GQRX w/ Gr-osmosdr.
