Deployment to shinyapps.io with a shiny app fails with 599 status code

On deploying a shiny app for the first time occasionally fails with the error during the step of installing packages

[ERROR] 2023-08-22T19:38:41-0700 Build logs:
Quarto not found.
 	[ERROR]: Application deployment failed with error: Unhandled Exception: Child Task 1329213760 error: Unhandled Exception: 599
Error: Application deployment failed with error: Unhandled Exception: Child Task 1329213760 error: Unhandled Exception: 599

This same error affects deployment intermittently making it harder to specify reproducible steps
