Ctrl+Alt+Tab is not switching the navigation to Top Bar when a window is open in tiling mode

(2) Steps to reproduce (if you know):

1. Enable Tiling mode
2. Open an application
3. Use Ctrl+Alt+Tab to switch navigation to Top Bar
4. See the Issue(additionally try using Tab to navigate Top Bar)

(3) Expected behavior: The shortcut should work in tiling mode just like how it does when tiling is disabled or when no window is open in the selected workspace.
