_clockHandRotationEffect is a private api

My guess is probably not :) What does "_clockHandRotationEffect" do? I'm almost completely new to SwiftUI. Does this add a rotation effect to the view based on the time, and then set a timer to refresh the view in the future at one second/hour/etc?
