Can the TitleBar MenuBar be moved to an individual panel or docking window?

Everytime the Alt was pressed, the TitleBar and MenuBar appears and the code in editor window on screen will bounce down and up backward. The Alt key is a so frequently used key, there are always mistake pressing, the bouncing code window makes working ugly.

Another choice is, give an explicit short-cut to toggle hiding on/off, for example hide when press Ctrl+Alt+Q, and the show when press Ctrl+Alt+Q again, that means, use Ctrl+Alt+Q to swith Options->Env->MinimalisticView->Hide title and menu bars between True and False quickly. Of course the shortcut key can be any one else that do not conflict with vs built-in ones.
