Enhancement: Include fast serve helpers with `spfx project upgrade` v1.15.2

Include a rule within the file upgrade-1.15.2.ts to update the package spfx-fast-serve-helpers to the correct version. version matrix Important to note, there is no correlation between patch versions, only major and minor version should match between the SPFx version and the fast serve helpers version.
