l10n – added Czech translation into xml data

Added short and long description as well as language code (+missing for pt_PT) and keywords in Czech language. Fixed tags for fr_Fr keywords.

Hi, Thanks for the translation. Could you "merge" changes of both #33 and #34 into a single Czech-related PR (say #33)? Also, please move fixes for missing pt_PT and incorrect fr_FR into a separated PR (or drop it and I'll fix it myself).
