fix(issue): access to tickets
if several tickets are under validation by a user under service catalog, but without acess to the form answer
also change the initial status of the issue as it is set as accepted and leads the issue to be counted in closed issues instead of an other (waiting is better)
Before merge, let's wait for the resolution of the related ticket
