only super-admin sees form answers from tickets and can open them

Describe the bug I have configured some users with supervisor profile on different entities. They can manage entity tickets and forms of their entity. But the items list of the tickets in their entity and generated by their forms is empty. It is not the case with a a super-admin profile. When they go in their form, the list of answers is visible but they can't open it. They get a red message "You don't have permission to perform this action."

To Reproduce Steps to reproduce the behavior:

1. Go to 'ticket'
2. Click on 'items' => empty
3. Go in form
4. Go in form answer
5. Click on an answer => ou don't have permission to perform this action.

Expected behavior A profile which can edit tickets and forms of an entity should be able to see form answers of these tickets
