Groups that can not be assiged by tickets or change can be assigned by forms

Describe the bug If i configure one group to not be assigned, not be watcher and not be requester (desactived groups), i steal can assign tickets using forms

Expected behavior if a group is completly desactivec i need to not be permited assign a ticket by forms. maiby with a firter on the configuration of the field.
