Ran bundle update github-pages to update gemfile.lcok moved the .circleci docker to 2.7.4 like current github pages

I have 3 machines, Windows, Ubuntu and M1 mac. It was a nightmare getting this specific version of ruby to work on any of them! So I've added instructions on how to use Docker to the main Readme. This is similar to main plotly js repo
