populate system settings file with default settings

scite for instance comments out the default settings. this is very convinient. especially for offline use since the docs are online. :)

@CapsAdmin, is it to allow to see all the possible settings and their options? I'm exploring a different mechanism that will allow to see, filter, and modify the values right in the application.
