pkgdev commit: add copyright headers to new files

Often, in profiles/*, we need to make new files like use.mask within subprofiles. pkgdev commit could add the necessary copyright headers at the beginning of the file.

What's the best way of identifying what files need a copyright header and which ones can't have one at all? I'd rather not maintain a hardcoded list in pkgdev.

Now I feel daft. I've kind of assumed it's needed because most other files in profiles/* have them. I can't find a reference for it and I've opened a bug given it seems useless.
