Use `ModComponentRef` in Quick Bar protocol

What does this PR do?

  • FLUP (and branched from): https://github.com/pixiebrix/pixiebrix-extension/pull/8756
  • Previously, Quick Bar provider registered the root action without the mod component id. Now the root action includes the mod component id for consistency
