Deployments Available modal not dismissed on first activation click in the Extension Console

Describe the bug

When I have Deployments to activate in the Extension Console, the modal is not dismissed after I click activate the first time. This happens intermittently. It appears that refreshing the background script before opening the Extension Console reliably triggers it, but that might be a coincidence.

To Reproduce

Steps to reproduce the behavior:

1. Activate a deployment for a group you are a member of
2. Reload the background script
3. Reload the Extension Console
4. Click to activate

Actual behavior

Clicking activate on the modal does not dismiss the modal

Expected behavior

Clicking activate dismisses the modal
