PLACEHOLDER: Rendered sidebar is duplicated when sharing settings are changed on the blueprint

This is happening because

• When the sharing settings are updated, the blueprint is reactivated? (Which would cause the extension ids to change)
• The runtime is not removing the old extension ids from pages (Although it should be calling uninstall... maybe uninstall on panels doesn't remove them? Or, might be a race condition?)
