Pixie Cloud Admins should be able to track Vizier operator version and status

We want to be able to track the operator version and current pod status like we do with Vizier version and pods. Currently, the operator is in a different namespace. Its version and pod statuses are not currently stored in our DB or made accessible via CLI/Admin UI.

This will help improve deployment/update debuggability.

Tasks:

[ ] Track operator pod status in DB

[ ] px get viziers should print out operator version

[ ] Pixie Admin UI should display operator version

[ ] Track version data in operator
