Automatically include Slack notifier if Slack Token is provided in the settings

Acceptance for ticket:

• Email Notifier / Slack Notifier are now provided if their corresponding settings are provided
• Add Noop notifier if there is no available notifier to use (right now it is defaulted to email which may be confusing)
• Update docs to reflect this behavior
