We need more detailed tests of online restoring

  1. What did you do? Remove all invokes to splitPrepareWork and splitPostWork, run test br_db_online_newkv.

  2. What did you expect to see? Test should fail, since we didn't schedule restoring regions to the restore node.

  3. What did you see instead? Test success.

  4. What version of BR and TiDB/TiKV/PD are you using? Current master.
