Make Computer+ stable again

To make crashes completely gone, I removed LiteDB (persistency) support and replaced it with in-memory db. But the gameplay is still the same. Player can still see random citation and arrest report of the peds.

The only cons is all the records will be gone when player exit LSPDFR, which should not be a big problem, because peds personas are always different (randomize) from every sessions of LSPDFR.
