Upgrade base image to phusion/baseimage:noble-1.0.0

  • Upgrades image base to baseimage built with Ubuntu 24.04 LTS (Noble Numbat)
  • Default Python version is now 3.12

I fixed the minor issues I found and noted significant user-affecting changes in CHANGELOG.md.

I have built all variants of the image and verified that the correct interpreter versions are installed in each.

I tested 2 Rails apps and 2 python apps on versions of this container (amd64 only).

Review and further testing recommended.
