Add the ability for Juvia to notify a mailing list of new comments.

Designed for use with api.kde.org's use of Juvia, allow for a mailing list to receive notification of new comments for a specific site. This address is configured separately from the admin address, and receive a custom email message designed for users as opposed to admins.
