redundant go_out parameter values

go_out parameter without "google/api/annotations.proto=github.com/grpc-ecosystem/grpc-gateway/third_party/googleapis/google/api" can also work.

I found "grpc-gateway/third_party/googleapis/" lack of "google/protobuf/descriptor.proto" which is needed by "google/api/annotations.proto".
