Windows release compatible with PHP 8.4

Hi all, I'd like to see a Windows binary release that is compatible with PHP 8.4.

Updated PR #76 to build php-8.4 binaries. You can download the php-8.4 binaries at: https://github.com/alphp/pecl-networking-ssh2/releases/tag/1.4.1-1
