Reduce names on PSR index

  • Editors become maintainers after PSR is accepted, updated labels
  • Move credits of past contributors to meta files, to reduce clutter
  • Add meta file for PSR-0 and PSR-1
  • Reference new PSR for PSR-0 and PSR-2

This shows "conflicts to resolve", but I don't see any in the diff... ? ... the related fig-standards PR is already merged.

I've resolved the conflict that was introduced by renaming the PSR index file with the introduction of PERs.
