Add a Note on a Resource Showing `last_updated` Date

Description

On a given resource, we should display (in the top-right corner, for example) the date of the last accepted change for that resource.

This is an important indicator for the user as to how current the information is.

~50 LOC; Fetch relevant table/column from DB, HTML/CSS for adding new element to a resource
