Update Interaction on SelectedTap Modal on Mobile

Is your feature request related to a problem? Please describe. The SelectedTap modal on mobile was updated in PR #387 for Issue number #361. A design review has requested additional interactive behavior where the half modal expands to a full modal when clicked on any part of the modal surface.

Describe the solution you'd like Interactions: Is it possible to open the full modal when you tap anywhere on the half modal? (and vice versa, full modal > half modal) Currently I think it’s opened only when dragged

Describe alternatives you've considered I am concerned that full-modal to half-modal may be challenging to implemented, or could create an undesirable experience when the modal requires scrolling to see all content. However, the half-modal to full-modal would be a nice intuitive addition.
