Remove obsolete params for SAC Agent constructor

Remove the two params from constructor layer1_size=256, layer2_size=256 since not used in any part of the code.

@philtabor , it looks like the last merge to master happened sometime in April. Is this repo still actively maintained? Does it make sense to create PRs?
