Fix Deno Format and simple TODOs

Description

This PR pushes the deno fmt changes to all files to clean up the formatting, and will also cover fixing/removing small TODOs that have been hanging around the project. The changes are the same as from this previous PR but do not include the hard reload DRY changes, as requested.
