Combine overview.md and README.md

We have two markdown files with much of the same content. I'd rather not have to update content in two places. I don't think we can move the overview.md around because it's used in Marketplace publishing. I think we can have the README contain the relevant stuff for GitHub (issue filing, current status, contributing, etc.) and point to the overview.md for instructions.
