Enable dhclient to decode 802.1q-encapsulated replies

This enables dhclient to obtain an address when the ISP returns DHCP replies with 802.1q encapsulation.

I can confirm that this issue exists in the wild as my ISP does the same thing. I tested a variant of this code and it solved my issue. I am using OPNSense but it had the same problem: https://github.com/opnsense/src/issues/114
