Not sure if there is a way to do this even if the shortcuts app is not installed.

Some examples I've found just suggest to try the shortcuts:// URL, but set a timeout to go to the page in the app store, but wouldn't that just send them to the app store page anyways when they came back to the editor?

Another solution is to just tell them they must have 'Shortcuts' installed to add it directly from the link with a link to the app store.
