Does this work with Win 10?

I just downloaded the zip file from https://sourceforge.net/projects/spacescape/# and tried to start the .exe file. It appears as though it was created in 2014 but modified 10/15/2020. I don't see a version number. It doesn't start and (Not Responding) is displayed.

I'm particularly interested in using it to produce Sansar-compatible skybox files. Can it do that?

It does start on win11, but with a long delay.
