periph-smoketest: Move tests from package to smoketest.

This is part of the GPIO IOCtl() submission.

I think there's a conflict with the sysfs still, but I'm not sure how to resolve it. Can you help?

I'll take a look once we got a bit farther on https://github.com/periph/host/pull/59. I'm thinking of keeping the current smoke tests and only adding a new one.
